Objective: This study aims to design an integrated model for urban regeneration and crisis management in the worn-out urban fabrics of Malard City, addressing the challenges posed by rapid urbanization and the separation of regeneration policies from crisis management.
Methods: The research adopts a descriptive-analytical and mixed-methods approach, combining qualitative and quantitative techniques. Data were collected through library studies, 380 questionnaires, and GIS analyses. The data were analyzed using SWOT analysis, Quantitative Strategic Planning Matrix (QSPM), one-sample t-test, and numerical taxonomy.
Results: Spatial analysis revealed significant challenges in Malard's worn-out fabric, including small land parcels, narrow streets, proximity to high-risk land uses, and a severe shortage of safe open spaces. The SWOT and QSPM matrices highlighted key strategies such as strengthening local institutions, attracting investment, and improving the street network to reduce vulnerability. Statistical analyses indicated that healthcare services and recreational-sports spaces (with temporary shelter functions) are the highest priorities for regeneration from the residents' perspective.
Conclusions: The proposed model emphasizes the necessity of creating multi-purpose spaces, improving emergency access, and focusing on the safety and health of citizens. This approach shifts the focus from merely physical renovation to a more holistic and resilient urban regeneration strategy, ensuring the well-being and security of the urban population in Malard City.
